To learn more about each of the individual items listed on this page follow the link provided under each entry, it'll take you to a guide on my website that will tell you how and where to get the item in question as well as provide you a little more information about it.

The Amulet of Flesh Made Whole is one of the best cast when used amulets that you can get in Morrowind. If you're playing primarily a melee character you can swap to this amulet whenever you need to cure yourself of an illness, when you need heals or to restore attributes that have been lowered with debuffs.
The Amulet of Heartfire is an amulet that's obtained from Dagoth Odros inside Odrosal, a dungeon in the central portion of Vvardenfell surrounded by the ghostfence. You're told about this amulet during the final quest in the game but you can obtain it at any point prior.

Blood Ring is a cast on use ring that's obtained from defeating Dagoth Gilvoth in the dungeon of Dagoth Ur, the final dungeon in the game. Despite this being the final dungeon though you're able to come here at any point throughout the game and obtain this ring.
Boots of Blinding Speed are probably the best constant effect artifact item in the game and also probably the most well known meme of Morrowind. When you equip these boots they will grant you an insane speed boost as well as put a 100% blind debuff on you. There are ways to avoid the blind debuff though, all of which I talk about on my Boots of Blinding Speed page.
Denstagmer's Ring is a powerful early game constant effect ring which can be found inside of an urn in the Falas Ancestral Tomb. Note: Despite the fact that you're supposed to obtain this during the final part of the game, you can actually come here at any point and get the ring.
Hunter's Amulet of Speed is one of the 3 possible rewards for completing the entire Bloodmoon Expansion Pack story line. At the end of the Hircine's Hunt Story Quest you will be given the choice between this amulet, Hunter's Amulet of Strength and the Spear of the Hunter.
Hunter's Amulet of Strength is one of the 3 possible rewards for completing the entire Bloodmoon Expansion Pack story line. At the end of the Hircine's Hunt Story Quest you'll be given the choice of choosing between this amulet, the Hunter's Amulet of Speed and the Spear of the Hunter.

Marara's Ring is a powerful early game constant effect ring which is obtained by killing Marara inside of the Drethan Ancestral Tomb. You can find the entrance to the Drethan Ancestral Tomb on a small island to the south of Dagon Fel. Be warned that Marara can be a tough foe if you're currently low level with lack luster gear. It's recommended you save before facing her!
Mentor's Ring is a great early game constant effect ring that you can get from the Samarys Ancestral Tomb, a dungeon near Seyda Neen. This ring is often the first artifact obtained by new players due to the close proximity to the starter town.
Necromancer's Amulet is a powerul constant effect necklace that's obtained by killing Trebonius Artorius in the Vivec Mage's Guild Hall. You can find Trebonius walking around in the main room - he's very difficult to miss. Make sure you taunt him to attack you first or use Frenzy Humanoid on him to cause him to attack you; this will allow you to avoid any penalty for killing him.
The Ring of Khajiit is a decent cast on use item which can be obtained by speaking with Taros Dral inside of the Morag Tong Guild Hall in Vivec and completing Mephala's Quest. For this quest you're tasked with going to Balmora and poisoning a member of the Morag Tong Guild. There's no combat involved and you can complete this quest at a very low level.
Ring of Phynaster is a powerful early game constant effect ring which can be obtained from inside the Senim Ancestral Tomb, a dungeon which is a short walk south of Dagon Fel. The enemies guarding this ring are easy to deal with at levels 5 and lower which makes this a great early game ring to grab.
The Ring of Raven Eye is a decent constant effect ring which is obtained by looting the hollowed treestump behind the Thirsk Mead Hall on Solsteim. In addition to this ring you can find a bunch of extra goodies inside the tree stump as well. No combat is required to obtain these items.

Royal Signet Ring is arguably the best ring in all of Morrowind since it makes you almost impossible to kill through normal means. This item will restore a constant 10 hp and 10 fatigue every second along with giving you 100% Magicka and Paralysis resist... don't forget the spell reflect too!
The big downside to this ring is having to kill King Hlaalu Helseth to get it. However, once you've completed the entire Tribunal story you don't have to worry about damaging your game if you kill Helseth.
Sheogorath's Signet Ring is a constant effect ring which is obtained during the Azura's Star Side Quest from defeating the Golden Saint Staada. You can find Staada on a small island to the northwest of Dagon Fel, she'll only appear here during the Azura's Star Side Quest.

The Soul Ring is a cast on use artifact ring that drops from Dagoth Araynys inside of the Mamaea dungeon which is found southeast of Gnisis. Not many items in Morrowind have a cast on use Fortify Health which makes this ring stand out, sadly it only lasts 30 seconds. Within the same dungeon of Mamaea you'll also find the Fang of Haynekhtnamet, an artifact dagger.
Vampiric Ring is a cast on use ring which is obtained from defeating the Skeleton War-Wizard in the dungeon of Ald Redaynia. You can find Ald Redaynia on the strip of islands far to the west of Dagon Fel, a town at the northern most point in Vvardenfell.
Warlock's Ring is a rather weak cast on use item which is obtained from Vindamea Drethan inside of the Ashirbadon dungeon. Ashirbadon is found to the east of Vivec on a small island. You're told about this ring during Ajira's final quest in the Balmora Mage's Guild quest chain.
