Rubicite Ore is one of the of the mid level Cultural Ores that was added into the game during the Dragons of Norrath expansion pack. Cultural Tradeskill materials like this one have a low chance (about 5 - 10%) to drop off enemies around the level bracket shown on the item. That would mean for Rubicite Ore you'll want to hunt enemies between the levels of 35 - 55.
Those of you looking to farm Rubicite Ore will have the best luck in Dragon Necropolis (Chetari), Howling Stones, Old Sebilis and Chardok. I recommend that you try to stick to humanoid or undead enemies as I find they're usually the ones that drop Cultural Ore most commonly.
