This quest can be started after completing the The Power of Kings, a quest during Chapter 2. To begin this quest as well as all other quests from Takka you'll need to inspect the news paper on the counter next to Takka. Speaking to Takka does not work.

All you have to do for this quest is visit a shop that sells Lucian Tomato and purchase it from them. The shop you see me standing at in the screen shot below is a small building outside Galdin Quay but I have checked and seen this item for sale in many other places, just check a place that looks like they'd obviously sell it.
