Judge Hightower is one of the Crew Challenges that you'll find in Lectra City on the planet Promethea. In the same part of the zone you find Killavolt is where you'll find this boss, they're actually close enough together that you can farm both at the same time if you want. Even if you don't plan to farm Killavolt be sure to grab the terminal by him as that's the closest one to Judge Hightower.

As far as loot goes you'll find Conference Call (Hyperion Shotgun) and Carrier (Atlas AR) on Judge Hightowers dedicated drop list. Both of these items can drop from Judge Hightower and any other enemy in the game.
