Keening is one of two Artifact weapons which is used during the final battle in the game with Dagoth Ur to defeat the Heart of Lorkhan. You'll be tasked with acquiring this weapon during the game's final quest, The Citadels of the Sixth House. However, much like with all Elder Scrolls games, you can technically get this weapon at any point during the game if you visit the location it's held.

You can find Keening inside of Odrosal which is located on the inside of the Ghostfence, the large fence that surrounds the central part of the continent. When you enter Odrosal you'll want to go immediately to the left through the locked door (lock level 20) up to an area called Odrosal Tower. Keening is the only thing that can be found in the Tower zone.
