You can activate this code at the opening Credits you have to press Down, R, Up, L, Y, and B on the controller 2.

No Special Moves:

Press Down, R, Up, L, Y, B buttons after the Lincensed by Nintendo screen showed up.

At the Stage screen select, press Down, R, Up, L, Y and B on the controller 2. To use the Toggle ON and OFF effects you have to press Y and B.
