This quest begins immediately after completing King's Gambit and all you have to do for this quest is to go over to the quest marker a tad bit west of Gedyneith to complete it. You'll have the option of fast traveling here too right after King's Gambit ends.

Completing this quest means you'll be able to ask for Hjalmar's help as well as Cerys during the future quest The Isle of Mists. For more information about this head over to my Brothers In Arms: Skellige Guide. If you chose to not help either Hjalmar or Cerys during the King's Gambit quest, then neither of them will become king of Skellige and you'll never have the opportunity to do this quest.
